Mehdi Hassani told Shana that the system is being developed in a bid to make Iran more receptive to its customer's wishes.
He said the system allows Iran to supply types of crude oil to its customers that it had been previously unable to supply them with.
"Our customers may desire certain types of oil which we do not produce at wellheads but this system allows us to offer them their desired crude type," he said.
Hassani said there are very few countries in the world that are equipped with this system.
The IOTCO has developed the system with the cooperation of the Research Center of Petroleum Industry (RIPI).
The official said the project is 50% complete and will be implemented at Kharg Oil Terminal.
